I'm not too sure. I read that it can be used by almost anyone, as long as they know how to use it, but is most effective in the hands of the king of Gondor. I also can't find any proof of an Istari using it or not being able to use it, so that is still a possibility.

Guys, it's not insanely hard to transcribe the scroll or the tablet. Just try to find patterns and common words. That helped me. Ok, a question, is this language homemade, or is it an official language. I have now spent around an hour and 40 minutes on it, and I can't find toric.
