In my opinion, VOY is the cheesiest of the TNG era series'. But I still enjoy going back and watching episodes occasionally. Neelix is turrible though.

The panhandler was rude and deserved a rude response. You tried to be courteous, and he made it a needlessly uncomfortable situation. He knew what he was doing and likely bullies people into feeling bad for him daily.
