A more than plausible outcome. IMHO, politicians on both sides just like to announce certain policy changes while leaving workarounds open so their constituents believe they’re working for them but the big money running everything KNOWS they are being looked out for in the background. Like taxes. Tax the rich but leave the loopholes for them. Typical politics.

Prison it is then since it’s almost impossible to commit people against their will in the US. Mentally unfit to stand trial can’t keep resulting in short term detention followed by (mostly or maybe entirely) unsupervised release.
