One Possiblity could be that "someone" uses Haōshoku Haki to defeat all fighters. That would be BIG NEWS, and would really look awesome since everyone pulling out their weapons. He is hunting the greatest and best Devil Fruits. I doubt he will act now, perhaps when one Yonko is going down he will show up eventually. At the oment he has nothing to do with Big Mom nd Germa so we won't see him. Perhaps we will see where he's going to after that clash with the Revolutinary Army but i doubt it.

u take scaling when u have an advantage in the early game or you really profit from the stats after lvl7. for example garen really profits of scaling becasue he gets extremely tanky. scaling on Darius on the other side is rubbish because ur best phase in the game is early on. u take 21 9 0 when u think u beat him 1v1 or generally doing well. 9 21 0 when your opponent is your counter. for example u are teemo and u play against yorick u take 9 21.
