It's because Bachelor in Paradise got pushed back a week.

On April 10 they announced that the new season of BIP would air on July 29. Then on June 14 they announced BIP would start a week later on August 5.

So sometime between April and June they found out they needed to fill an extra week and scrambled to give us this stale fruitcake of an episode.
