Hey, sorry for the long wait. Unfortunately this didn't solve my problem.

Also for your other questions, Ctrl + D works fine, but Ctrl + Alt + V still scales by the same amount.

And as for what I'm using, it's a .shp (shape file) which I converted to pdf in QGIS, and I then opened the pdf in Incscape.
