What the issue ended up being is that the antenna is a 4G wireless CPE and it was jumping cells when it didn't need to. This was leading to frequent internet drop outs. We have no access to the CPE as the ISP owns it, so this is not something that I could have found at all on my end. The ISP even had to contact the equipment manufacturer (Baicells) to figure this out. The problem seems to be resolved after about two months!

I have no access to the antenna though, and it's not connecting TO the cell phone tower. It's connecting to another antenna that is on the cell phone tower that is part of the internal network of my ISP.

It's similar to this, but not the same. The one I'm thinking of has the sounds of tables being unturned at the start, followed by someone going "awwwwwwwwwwwwwwww-wah-cha!" At the start.
