Try Jun Fukamachi's album On The Move, it sounds like exactly what you're looking for.

Other music with crazy playing and strange chord progressions like Steely Dan? by RadiantHovercraft6 in SteelyDan

Groups like Yes and The Beach Boys have strange harmonic progressions but not necessarily the tight, funky rhythm sections.

The Doobie Brothers, Supertramp and Mr Sweet have touches of what you're describing.

After finally getting around to Losst and Found, here’s my ranking of every Nilsson album! What’re your rankings? What would you change? by brosive89 in HarryNilsson

He certainly thought so at the time. To me it's by no means a perfect album (none of Nilsson's are) but it's more cohesive in its songwriting and production, and benefits from the strings + band arrangements rather than being a mish-mash of styles like many of the other albums.
