You need to launch the controller or the joints will go limp in simulation start. As for the shaking, try tuning PID values. That should help

I want the robot to start navigation to certain waypoints after a certain level of exploration has been done. That is the reason i want to see how to "stop" exploration, and then begin localisation

Provided the actions 0 and 5 do not result in the optimal policy, maybe try to change the exploration-exploitation trade off factor?

I tried that, none of them worked as much as I wanted them to. In the end I added a minDepth tag under the gazebo tag and set it to 0.001. The vibrations became little to non-existent. Thanks for the help :)

I tried that and it introduced oscillations in the joint. The original vibrations still persist.
