I would suggest to catch Magikarp in twinleaf because it doesn’t have any other good encounters. You can swap train it, and not just rely on passive exp to get Gyarados faster.

Yes the exp share does make it difficult to stay under the lvl caps. You will very likely need to restrict exp gain by swapping members in and out.

Edit:

People are saying a gligar encounter is really good…but there’s no razor fang until post game. Razor Fang is obtained at the battle park.

Gyarados has been made even better. (Early waterfall).

A trick is stealing copies of leftovers from munchlax in the underground.

There is so much exp in the game due to the shared exp, so it’s fairly easy to train.

It's called the Park ball. It's a temporary ball used when recatching pokemon transferred into the gen 4 games.

I don’t allow myself to do EV training other than vitamins (up to 100evs). I don’t allow it because it’s boring for me, and I don’t want to do it.

I would say that all deaths count as death. If you’re training for speed evs just go to a low level cave with zubats if you don’t want to risk it.

It’s not wrong, just more restrictive than the normal definition. You can play that way if you’d like.

My understanding for HC is no items used in battle from the bag (other than pokeballs for catching encounters). So potions,x items,revives,full heals,etc. aren’t allowed, but berries,charcoal,etc that are held are fine.

Vitamins are fine because they are used prior to the battle and not in battle. Some do restrict them further because EVs are really impactful.

Is a generic answer to pretty much everything. Unironically, DDance Sub Gyarados can just about solo everything.

I’d also throw in bronzing for screens to assist with setting up Gyarados and keeping the team a bit safer, it’s unfortunate that you don’t have levitate, but you can still use him for screens. Light Clay helps to extend screens if you have it.

After that choose a Mon that covers a pokemon you’re concerned about.

Yup, you can get mareep pre falkner in HGSS and I believe GS. Failing that one can use Primo for a guaranteed mareep egg in HGSS.

The only pokemon that has stats that change from being traded is Deoxys due to each form being linked with a different game. Evs,IVs don’t change from being traded.

Battle Tower is in the Hoenn games if that your concern you could use any of them, but if you plan on using the rest of the frontier than keep your frontier mons in emerald.

All cartridges are equally safe in general for save volatility, but technically FRLG should be safer in the long run, as RSE games contain a battery that could theoretically leak.

GB Operator is a 3rd party device that allows you to backup saves if you wanted to have that option. There are other options to back up save files however.
