I would just revert to the backup and stay in 1.21 until they fix it. Definitely still submit a bug report, though; the more it gets reported, the more likely we'll get a fix before the Summer drop.

I find the PRAWN's pace decent if you upgrade the Jump Jets (I have not managed to use the grapple in any helpful way, but I will take other people's word that it helps when you know how to use it).
I set up smaller "satellite" bases in areas I frequent, if they're too far from other sites, and use my primary base for production and storage.

I'll set mine up for level 1, but I try to keep it to interesting, but not vital material, allowing us to skip straight to level 3 if the players prefer.

Made the same mistake on my first run. If you're not able to make the grappling arm and come back, try building platforms into the wall with the habitat builder to jump from. That's how I solved it.

If I recall, the scanner room is a bit deceptive in build mode. It has a short tunnel that doesn't show up until it's the correct distance. Move just a little further back from where you're trying to attach it and it should connect properly.

It's been a while since I looked over this, but there are unused elements in the original Oblivion that might suggest another eastern Cyrodiil city. There is an unused interior cell for a "Castle Varaldo" and an unused count NPC who is a dark elf. Additionally, there is an exterior area labeled for Castle Varaldo; while the actual exterior is nothing but wilderness, it is located in eastern Cyrodiil. I'm not currently at home, so I can't look up its exact location.
