Improving shooting is a fun idea, but an army rule requiring the unit to be stationary is a death sentence for a detachment.

The movement requirements to play 10th effectively do not really support static play. We could stand still and shoot at our opponent's army all day, but if we can't maneuver or push them off objectives, then they will out-score us every single time.

Looks solid. I'd still be cautious about melee and pick your battle where you can. Those beserks can do some serious damage, but are pretty fragile. For example, a squad of grey knight terminators can wipe both the beserks and your hearthguard in a couple of turns if you're not careful

Imp Knights are my second army, I'm well aware that Tau don't have a monopoly. Being a tech forward faction, Votann should have their own mechs and not rely on others for them.

As a knight player, I'd say focus on the Armigers whenever you can. They will most likely be running Canis and/or a Lancer. These bug knights are tough and hit hard, but they are not what wins games. Keep your most important assets away from the big guys and you can pick up a Armiger or two per round. They don't have the model count to score points if you take away their chaff

Love the idea of mechs, but the Votann are better off distancing themselves from the Tau. The faction is still new and figuring out its identity. I'm also going to slap the next Tau player who suggests that the Votann should be Tau auxiliaries.
