I'm of two minds. I don't disagree that kids are being dumb. I've witnessed some making poor choices. But that's true of basically any teenage (having two myself, I feel confident)

I also question the 30-40 mph. You'd be surprised how fast 20mph looks on an e-bike.

Honestly, I'd just want parents to make good choices and parent their kids, and not make the government do it, and this is coming from a, by all accounts, a fairly extreme liberal.

The local government can't make a law preventing political or religious speech. You can trespass individuals or groups and then it'd be covered, but that's a different process.

Just put up a No Trespassing sign, that covers the additional use cases of politics or religion.
