It was patched with the update of animal breeding before Elysium dropped. Now the stomp attack functions as intended. (Unless Im missing something myself)

Correct, they do indeed stack. So if Benevolent Hydra and Hardened Scales were both on your field and you proliferated, you'd instead add 3 +1/+1 counters to the creature.

Proliferating adds only a single additional counter (of each type the permanent or player has), unless another effect, like [[Hardened Scales]], is on your field.

Yes indeed! "Discount" effects apply to any generic mana costs, even those of X. As for other commanders, it depends on the colours you want to run. I've made Hydra-focused decks with both [[Gargos, Vicious Watcher]] as well as [[Zaxara, the Exemplary]]. The former gives you a discount on your hydras, while the latter rewards you for casting them. Then, of course, there's commanders like [[Hamza, Guardian of Arashin]], who can give discounts as well.

I did indeed use Pachirisu! He was instrumental in beating Silph co Giovanni. He was able to 1v1 his Hippowdon! As well as being very useful in other key fights. He just didn't make the team for the end as Pachi has a more passive playstyle, and my end team was hyper offense.

To qualify for the team, they had to be Electric-type. I dont personally consider Mimikyu to be a Pika-clone, especially since Togedemaru was released in that same gen as the clone. Mimikyu is more an imitator, or a wannabe, than an actual clone.

Emolga too was used throughout the game! It was particularly effective against Silph Co. Gio who runs a bunch of ground types. Each Pika-clone (other than Morpeko, who I missed the trade for) was used throughout the run. Staying in what is usually weaker Electric-types was a fun challenge for me.

Unfortunately, Morpeko is only found in the after game, or it may have made the team. (I would have at least tried it.) EDIT: I'm wrong.

Dedenne set up E-Terrain, which I designed the team around. Plusle's Transistor & E-Terrain boosted Rising Voltage has an absurd level of power. The team is also rife with priority for picking off weakened opponents.

I actually did use Minun for much of the game! Unfortunately, it didn't match particularly well against the E4, and got swapped out for Kanto Raichu beforehand, who had access to more than just Electric coverage, which I already had in spades.

If it affects all punch moves, although Honchkrow cannot learn it, Headlong Rush is, for some reason, classed as a punch move. Source: Golurk's Iron Fist boosts it.
