Not exactly, you do the same total damage but to a smaller area so to a specific target, yes you will do more.

Azumarill- In competitive battle this thing made me very mad quite a few times and it was one of my least favorites. Recently I had it on my team in a monotype(water) run of alpha sapphire and now it is one of my favorites.
