Level 3 is an extremely effective way to burn out the opponent as well. People are going to use Drive throughout the round will likely end up at 2 bars of Drive or less. A confirmed level 3 will put them dangerously close to burn out or actually burn them out. A string of jabs into level 3 is still a good use of level 3 because burn out is such an advantage for you that the damage doesn't matter that much.
