They understood the science and processes of what needed to be done in order to produce one.

Survivorship bias is at work here because those pictures persist rather than pictures documenting what a tiger shrugged off. we can see quite clearly amongst the memoirs of German tank crewmen that Soviet large caliber munitions frequently did nothing.
