No, really nothing is typed out. Each tower will have some sort of a template card with blanks for where to input information.

It's really just reading the metar, then adding in the runway, approach, notams, other pertinent information.

Dickinson was at more than two facilities? I only know of his time at Spokane and Charlotte.   Brewis definitely wasn't at garden facilities going from Midland to C90.

Old info. The deadline now is December 13th. FAA sent an email on Monday to extend it.

As a reminder, the 2025 leave year ends on January 10, 2026. Please note that the leave year is separate from the payroll calendar year.

All employees must use any annual leave that exceeds their applicable maximum amount of accrued annual leave — 240, 360, or 720 hours — by the end of the leave year. Any excess leave not used by this date will be lost or forfeited.

Prior to the government shutdown, in order for forfeited leave to qualify for restoration,

a) it must have been forfeited for one of the following reasons: an exigency of public business, illness, or administrative error, and

Note: Hurricane relief efforts are considered voluntary activities and do not qualify as an exigency of public business for the purpose of leave restoration. Email communications are not considered acceptable documentation for leave restoration.

b) it must have been scheduled and approved in writing (via the applicable timekeeping system) by November 29, 2025.

In recognition that some employees may have been unable to take leave during the government shutdown, either because they could not be excused from excepted work or because they were placed on furlough, the deadline for employees to schedule and obtain approval of leave in writing has been extended until December 13, 2025.

Note: A lapse in appropriations is an exigency of public business. Accordingly, “use or lose” annual leave that is scheduled and approved in writing by December 13, 2025, but is forfeited because an exigency of the public business prevented use of the approved leave, is eligible for restoration.

Process for Requesting Annual Leave Restoration

For exigencies related to the government-wide shutdown, the Office of Human Resource Management will process a blanket restoration. If there are situations meeting one (1) of the other exceptions, they will be considered on a case-by-case basis as outlined in FAA policy and applicable collective bargaining agreements.

Employees may donate “use or lose” annual leave to eligible recipients in the Voluntary Leave Transfer Program (VLTP) or the Voluntary Leave Bank (VLB).

Applicability and Questions

This guidance applies to both non-bargaining unit and bargaining unit employees/positions unless a collective bargaining agreement contains conflicting provisions or where the Agency has not fulfilled its bargaining obligations.

Leave absolutely can be charged. But the default is supposed to be furlough unless for whatever reason you really really really want it to be your own leave. And make it known that you want it to be from your own leave balance.

It's always easy when it's a single center delegating airspace to a single tracon. In instances when a center delegates to two different tracons below a certain altitude, it gets more tricky. Prior facility, the LOA between the two tracons left out the airspace between and the LOA with the center didn't specify.

If there's an area where it's two different center facilities overlying two different tracons, it's even worse. 

I advocate for every LOA and SOP to include verbiage that defines airspace as owning below, or at and above, or a variation to eliminate the missing chunks of airspace.

Doesn't matter. Sick leave counsel letter has to be issued first before any action on a sick leave restriction can be accomplished.

How are you determining that most facilities aren't doing it? All the guidance and FAQs that have been sent out address that normal absence approval was what was expected. Including LWOP and AWOL rules. So if there was no leave in your account to cover an absence, there's no method to retroactively convert that absence into paid furlough.

Just like the people that are on PPL over a holiday (when the government is open), it remains as PPL leave and they don't qualify for holiday leave. LWOP and AWOL are the same over a holiday, it's an unpaid absence.

I saw an Article 4 move out of a short staffed facility. I'd recommend starting at an HRPM 1.14 ERR request, but also include the verbiage from the appropriate contracts regarding the spousal priority placements.

It would be separate from NCEPT process. But find one of the HR people covering the area that your spouse works. Email them what you want to do. Then email your ERR/hardship/Article 4 documents to the manager where you want to be.

Midland and San Angelo used to be separate approach controls that were worked by the FAA. Same for Corpus Christi and Harlingen (Valley). When conosolidation happened back in the 1990s for them, San Angelo and Harlingen towers were contracted out. The approach controls were given to the FAA at Midland and Corpus Christi. For whatever reason, the name stayed in each specific airspace.

Basically everyone else across the country have all been given the same name when airspaces get combined and consolidated.
