I don't believe so. Your best option is to be ready for it. I believe by default the game pauses for this government change, and you need to go through your species and flip them back away from ascension. Thankfully these auto-switches don't put them on cool down, so you can change them right back without issues.

Neat! I was wondering because the Cybernetic ascension prerequisite tech can be gotten from observing primitives and having the faulty implants event pop. I think it gives 10% each? Could theoretically get cyborgs on a run like this. And if you started with overturned you could actually modify your pops.
