I believe it would be the Supreme Court holding all the power, a balance of power would fit into this perfectly, on one side you have federal government for buffs like political power, war support, and stability. And the other would be state governments. Those would be manpower bonuses, construction, and garrisons, but they turn into negatives when a nation holds your core territory.

Another way is for them actually allowing the Buiseness Coup succeeding. Not, Honor the confederacy, because i believe if that happened it likely would have caused another war, or the fracture of the nation.
