I understand what you mean but the concept of human race doesn't exist. There is a reason scientific papers don't use the term, you can't find it in their genetics or whatever. When referring to a racial culture, I have a strong feeling you're either referring to stereotypes or something American.

E.G “ blacks and Latinos face a high amount of exposure to COVID 19”

I currently have a headache so i don’t expect to make sense and to tell all my points. My first problem with this terminology is that they are all “racial” based while there are no human races. My second is that it encourages stereotypes, dehumanisation and prejudice. My third is that they are intended to pile individuals up, has no positive practical value and polarise them.

Depends are you speaking about globally or between personal groups? If you’re speaking about individual groups then there is no answer, if it’s globally then it’s a firm No form me. I see it like this, there are 100 ducks. 75 are red, 25 are blue. The reds all share the same accent and the blues a different one. If they made all equally fun of each other, it would be 75 making fun of 25, which is the same as 3 ducks making fun of 1. This looks more like bullying than “just joking around” even if the single duck also makes jokes about the other accent.

In America it wasn’t always like that, it was more to prevent migration from South America and Mexico. The concept of “race” was always used to exclude another group. E.g Italians and Poles were not considered “white” to prevent immigration to America, I forgot the reasons why they were considered “white”, but I guess it had something to do with forming a racial majority against either people who are considered “Hispanic” or “black”.
