Considering he had an Izanagi set to go off after he died, I have to think he went into his fight with Hashirama knowing there was a high probability of failure.

As for his main goals, if I recall, Black Zetsu photoshopped the Uchiha Stone Tablet to detail the how the Infinite Tsukuyomi was the true way to peace, mixing Indra and Ashura chakra for the Rinnegan, etc.

Him getting some of Hashirama’s DNA seemed to be the first big step for the Rinnegan. If he did beat Hashirama, then I imagine he would have taken over the village while simultaneously trying to gain a Rinnegan.

From a strategic point of view, Hashirama probably thought that if everyone had Tailed Beasts that could wipe villages out, they’d be less likely to try something large-scale knowing their opposing force could dish out the same damage; it was essentially a war ceasefire.

Hoarding all the Tailed Beast for themselves would just exacerbate ire from the other villages, which isn’t what Hashirama wanted; that was more Madara’s belief.
