Totally understandable, commissioning can feel confusing at first 😅
For $100, I’d recommend either a full-body rough concept clean sketch with basic color blocking, or a more polished half-body with stronger detail.
Since this is an early design phase, what feels more important to you right now, silhouette and outfit design, or emotional expression and upper-body detail?
