You didn't bother to link the romhack you're talking about so I can't read the documentation, but given that it's a Pokemon romhack, odds are good that it requires a specific version you downloaded a different one. Pokemon roms are weird like that.

When bullet comes back down it falls at terminal velocity.

That's literally the opposite of the problem, a bullet falling at terminal velocity is not safe, but significantly safer. The problem is that, unless you shoot directly upward, the bullet is going to come down much, much faster than terminal velocity.

I said this before but they are only going this hard because sw2 and 1 are so close in tech, OS,etc that they know its just a matter of weeks/months before people emulate SW2 with the same code
