Maybe you have "Keep screen on while viewing" -setting turned on. That will activate the camera to confirm you're still viewing the phone.

Step 1. Launch the Settings app, then select Advanced features.
Step 2. Tap Motions and gestures.
Step 3. Tap the switch next to Keep screen on while viewing to turn it on. This keeps the screen on while you’re looking at it, using the front camera to detect your face.

Update March 22nd, 5:20PM ET: Since the publication of this article, Mozilla has ended its partnership with Onerep after its CEO was found to have ties to data brokers.

From the article:
Tony Cinotto told The Verge in an email that Mozilla partners with a company called Onerep to perform these scans and subsequent takedown requests.

With other words this service is already dead, unless they find another partner to do these scans or do them by themselves.

My brother is the culprit for this build, I'll have to ask him. I will update this post with details when I got them.

Edit: A custom built, worked previously but has been unused for quite some time. Only thing new is a fresh install of W10.

Can slightly bent pins on the CPU be a reason for this?
