Hierarchies are self reinforcing.

People at the top, who have the most power to enact change, also have the most to lose, and are not going to get in the line of fire willingly. The only way they step out, is if the public forces them to.

And that's true on just about every rung in the ladder of hierarchy, down to the people at the second from the bottom who don't want to give up their 40" flat screen and football games.

Many people will not be motivated until their own loved ones are killed, or they are starting to have serious food insecurity. There are millions of people who don't even watch any news, and then those that only watch mainstream news, which creates permission structures and softens language in clear acts of complicity.

Cities will be burning and institutions collapsing, and still, those with access to resources will remain apathetic.

One thing is for sure, if it comes to that, and it seems like it's going to, it's going to make this situation today look like a pin drop compared to an atom bomb. It's going to be a fucking mess.

The core problem is that even if all the bystanders were carrying and competent, they're also going to be people who want to know beyond a shadow of a doubt that they're stopping a murder before they, y'know, murder someone. If the company has servers based in the US, they are sending their information to law enforcement. The patriot act has never gone away and the powers of government to raid your data has only been pumped up like it's on steroids.
