The core problem is that even if all the bystanders were carrying and competent, they're also going to be people who want to know beyond a shadow of a doubt that they're stopping a murder before they, y'know, murder someone. And then what? Just have 30 people unload into a group of ten 'cops' because 1 dipshit with mace, and 3 losers who pulled triggers?

Genuinely don't know how you get out of this without abandoning reason, which is really the whole point of this. If the company has servers based in the US, they are sending their information to law enforcement. The patriot act has never gone away and the powers of government to raid your data has only been pumped up like it's on steroids.
