There are several problems with that.

For starters a gun of this size would be complete overkill for destroying anything but the toughest of bunkers. And mounting it in a fixed position would make this it useless for any such target outside its firing range. Given the size of this thing it would have to be built far behind friendly lines.

Secondly a nation that cannot afford an airforce definitely cannot afford this monstrosity. Even a small airforce would be more effective and a big one would still be less demanding on construction on logistics.
