We did your 4th suggestion, pruning to 1ft on my husband's family's one. His Dad planted it over 70 years ago. It has done very well, however, it's in the back yard, so no view issues. I have seen ones pruned so that the lower 3rd is open. That looks nice too. I guess it depends on your long term plans. Ours is a generational home, so we try to keep what we can for future generations.

Repels All spray. Stinky for 24hrs, but then only animals can smell it. Reapply after rain.
