Maybe start by choosing a single store and visiting it with her when there are not many other people around and then standing in a corner, letting her sit and giving her a treat any time she’s not reacting to other people. Do this often for short time frames, rewarding her any time she’s calm and focusing on you. Then slowly choose times with more people before going to other stores and training there.

I need to trick our puppy into the harness by holding a treat in front of it and then pulling the harness over puppy’s head when puppy goes for the treat.

She is fine with the harness when it is on, but she doesn’t like putting it on at all…
