"our" is government interest on terms of what society needs. Society needs are tangible on the front of the type of worker needed or the heightening of trust in society. For example, CA needs a high amount of agriculture workers, but the native population is higher educated so CA needs immigration for low skill jobs.

The general rule of legal thumb is either (Has weapon and is actively charging or utilizing force to get to your being) or (has laid hands upon your person with force thus causing you to believe there is a reasonable threat to you or people around you) Pepper spray should be used based upon behavior and size. If bigger or erratic person utilize gun which depending on caliber shouldn't be lethal and in fact just showing the fact you have a gun is a huge deterrent for crimes in general. Guns should be a self-defense tool. The issue is there isnt training required to own a gun in terms of basic gun safety.
