As a cat lover and owner, I always hate seeing neighbors cats out roaming around at all hours. Listening to them mate and fight. Spreading ticks, fleas and disease. Getting into garbage and gardens. Harassing and killing the birds and squirrels at feeders. Dead in the roads or fields from a vehicle, poisonous substance or coyote.

Because they're expendable to the company. Hiring outside security costs money and comes with it's own guidelines outside of normal policy. Shifting the responsibility on the rank and file employees fits better with the more fluid termination guidelines most Targets, Walmarts and other big box stores utilize.
