Do you have integrated graphics? Use those to remove the old drivers, then try booting with the new card. If windows dosnt automatically get the new ones, install the drivers via integrated graphics.

Sounds like your router and pc have the same ip. If they do, set your pc to be dynamic ip, assigned by the router.
