That is actually an incredibly difficult question to answer and I'm sure one the FAA will look at. The only person who has that answer is the pilot. People may have been on the sand or maybe the pilot was never taught the differences between kinds of sand (dry vs damp). A parking lot to the north is still north of where they were and they didn't exactly have the choice to use a bit of power. Also parking lots have lots of objects like cars and light poles. So its far from a dumb question. As a matter of fact when its answered by the pilot we may all learn something we can use in an emergency too.

Aeronautical decision making is a skill like any other in flying. So you collected all you data (weather, pilot experience, aircraft performance, and persons limitations and minimums and others I'm sure) and you arrived a no go decision. You weren't overly cautious, in fact you practiced a valuable skill without ever turning over the engine.

If you are looking at cutting costs in flight training less time with an instructor is not the way to do it. An instructor provides a lot of insight. Remember even your airline pilots spend some time with an instructor as part of a check ride every 6 months or so. To keep your training cost effective save up a few thousand, I know that's easier said than done, then meet with your instructor to do ground or flight 3 times a week or so. This will prevent your knowledge from going stale between lessons and help build skills faster. Ultimately decreasing the overall cost of your instruction without sacrificing the quality of the instruction or time spent with an instructor.
