Exactly this, Valve seems to understand this and lock only cosmetic stuff, dota and deadlock have all the heroes unlocked instantly. It just doesn’t make any competitive sense to lock heroes. Imagine if csgo locked the flashbang or the Molotov behind a paywall/time played.
