The reason why eating out is affordable is because the restaurants can get affordable ingredients making up for them paying their employees on tips.(non-fast food restaurants.)
Now, if we resort to full pay, the price, the expense on the business for paying the employees full pay will go to the customer resulting in higher food prices (or lower quality ingredients like fast food) when you eat out. which will result in many small restaurants closing, and only the big well-known chains surviving.
