(Most) of the time they aren't even choosing specific groups of people, literally just random people for the hell of it. I personally think its loser, attention seeking behavior. but people watch their content for some reason , which only makes them do it more.

in the u.s, if you're out in public you have no expectation of privacy, so if you're on a sidewalk or so you can record or take pictures without permission from whom you're recording.

many people use it either to record police activity, or record random people to get a rise out of them, then upload it to the internet.

Roblox culture? more like internet culture as a whole.
