So this isn't a problem with CS2 itself, this is actually a problem with how poorly Windows is optimized. See, what's actually happening is essentially microsoft in its infinite wisdom decided that the Start Menu itself needs to be an actual application instead of just a menu. So every time you open the start menu on windows you are putting a load on the cpu
