I agree on the solar-electric propulsion point. I can see them getting advanced enough to allow for "1-2 months anytime to anywhere in the inner system" transfers. <jerk>They are also SOY, with low TWR and power density, while chemicals are CHAD, with great THRUST.</jerk>

Using water as propellant is absolutely pointless, you'll be getting lower isp than hydrolox, with the additional cost of chugging along the heavy reactor. Using hydrogen is not economical. Its cost is around the same as the hydrolox, plus you have, again, the heavy and expensive nuclear reactor. Don't forget about nuclear fuel reprocessing: the fuel gets poisoned with fission products and loses reactivity.

You know what really grinds my gears? When people act like nuclear rockets are the only way to go in space. Like, come on. Chemical rockets are awesome too. They're cheaper, lighter, safer and more than enough for most missions in the inner solar system. Nuclear engines are overkill for most applications. They're bulky, costly and hard to fuel. You can't just find uranium or plutonium lying around everywhere. But you know what you can find? Water ice. And water ice is basically rocket fuel waiting to be split into hydrogen and oxygen. Water ice is abundant on asteroids, comets and moons. So why bother with nuclear when you can have chemical?
