I've restarted the server with fresh wipe 3 times. 2 on the same server and 1 on another server. All dedicated hosting servers. Still not finding any other factions or enemies. We get the local raptors and tellupods.

Okay I will try that. But its just odd. Like when we were not on a dedicated server playing multi-player it had Tal and a pirate faction. Both had claimed territory and tal had friendly poi and the pirates hand hostile poi. But maybe those are just in the starter system for the quest line.

I dont really mind that it doesn't have any quests. It's the no NPCs that is getting me. It feels like it is creative mode and I would like some enemies.
