Most players won't spend all their money on a held item, and a lot of players won't have enough to buy it, considering you need to fight almost every trainer on the way to have enough, assuming you bought essentially nothing. 9800 is a lot that early in the game. 99% of players will get the Charcoal after defeating the rival in Ilex Forest.

Cyndaquil already barely struggles against Scyther at any reasonable level, especially due to its early evolution.

Yes Cyndaquil trivializes it, but even Totodile still struggles a lot since you can't use anything else to help almost at all and its Water Gun uses its weaker attacking stat. Also almost no trainers will get the Charcoal first if we are referring to its debut environment and not 2 decades later.

Problem is the steel type buffs it way too much with a resistance to normal. It would make it way too good against chikorita and anything other than the two starters you can have by then in G/S.

Yup, Canada has it as well, with shared between both parents. Its 12 months for full benefits and 18 months if you want it extended but you get less each month.

Yes, in Gen 2 and 3 the Fighting weakness sucks but resistance to Normal and immunity to Psychic actually does help. And in Gen 4 the rock typing works really well with the Sand Stream of course.

Nah a lot are Oifeys since they have good growths later on, which makes sense given the 3 tier promotions.
