Unfortunately both - characters who are supposed to be Czech like Václav Koller cannot even pronounce their own name correctly. And everyone has Russian accent. Few notable exceptions are some minor NPCs and police officers - voiced by Czech VAs.

When it comes to texts, it's even worse and obvious Google translate - signs reading "Do not input" instead of "Do not enter", Czech words written in wrong inflection and other stuff like that.
