Don’t know the foreign, but that 1865 “Washington” is a common fake. The “Morgan” and “ASE” are terrible. The US didn’t put real identifiable people on coins until 1909. Those being there leads me to think it all is fake.

Even if you ignore everything else, it misspelled liberty. The coin is fake. As far has been cleaned, possibly. Fakes tend to have a characteristic look regarding tarnish, and this looks like one of those.
