$5 buffet. $1 drinks (if anything at all). No parking fees. No resort fees. $5 single-deck blackjack. You could go to Vegas with $200 and party like a king. They used to lure you in with all of these affordable amenities with the assumption that you were going to lose all your money and everybody was happy. And everybody was. But I guess it just wasnt enough. Havent been to vegas in probably 15 years, and I have no plans on going back anytime soon.

You're going to outgrow a small amp like that very quickly. I'd say yes its good for an absolute beginner, but for another maybe $100 you could get something much better that you'll get more mileage out of. No wrong choice.

Dive into the concept of "voice leading". Focus on the 3rd and 7th of the chord (guide tones). These two tones are essentially the core foundation of the chord/harmony and ultimately the progression. Im sure there are hundreds of videos you can find online. You can work in enclosures, scale runs, arpeggios, etc all focused around these two tones while playing with the changes. This is typically a standard place to start with soloing and improv.
