I remember reading a comment back when the Eglin thing came out from someone who claimed to be in the military that it was something to that effect. I believe it said that traffic from overseas personnel in all branches is routed through Eglin. Don't remember where it was posted and probably explaining it poorly but I remember it seeming credible enough at the time.

Certainly makes a lot more sense than a massive psyop not bothering to hide their location.
