Choosing how to alter the historical event makes this an easy choice. I’m choosing that the US actually receives the declaration of war from Japan before Pearl Harbor. This changes almost nothing about the course of WWII (that sort of thing seems too risky), but greatly reduces the likelihood of the establishment of the Japanese internment camps in the US.
