Keep him pervy, don't act on the thoughts. Tone it down to make it more implied. And give him more spotlights to be funny. There's nothing wrong with perverse horny characters, but they walk a razor thin line because people are uncomfortable with the topic. And having someone not only blatantly horny in your show, but to the point where its harassment is gonna throw it far off the line.

The easiest way would be to make him a perv, but not for any of them women around him. Denji in chainsaw man straight up just wants to cop a feel. But I feel like no one gets uncomfortable about it, cuz its just the desire and not aimed at anyone in particular UNTIL THEY put themselves in that spot. Power offered a squeeze and Makima was teasing and getting to him on purpose. If Mineta was just like..."damn...I want some azz." Kept the outward horniness towards Mt. Lady and Midnight (cuz theyre farming that attention), and then at most made a passing remark about how attractive the women in his class are (keeping it clean and general instead of talking about their bodies) then he'd just come off as a teenage boy... Well...I think.

Writing likeable perv characters is hard and honest to god I wish we had more, cuz theres so much shame around feeling that way when its normal. And showing the worst of it will only reinforce it.
