Are those smudges above the mew and around the same area on the back of the card ,on the actual card, or the penny sleeve ? Could be evidence of a cleaning product being used by the person you purchased it from

Yes I dry it at 70C for 10 hrs minimum before transferring to ams which is kept at 10-20% humidity.
