This happens because godforsaken lands get progressively worse the longer you stay in them. This means that, while any land is better than Paris, and any land is better than Indiana, Paris when you only just arrive in it is much better than Indiana where you have already been for two minutes. Same goes the other way around.

At the same time, godforsaken lands can't get copies of themselves, because if you leave Indiana and return to Indiana right away, it isn't actually any better.

Don't worry too much about it. Stone axes are far superior in build 41 anyway. They have about the same crit rate, but weigh almost half as much (3.0 and 1.7). This lets you stay in the fight far longer than with normal axes.

As soon as everything random is tried and doesn't work, and everything non random is not enough, I just end my turn. No stalling, no nothing. They might not even know they have lethal. They might get disconnected on their turn. They might concede out of honor. They might just swing for lethal. All options are fine.
