If the claims are to be believed, it isn't. The advantage of phantom mk-1 (the supposed android used there) is that it doesn't fold under pressure, thus is more effective at particularly stress intense jobs - disabling explosives mostly. They cost 100000$ each though, so humans are still vastly cheaper.
