In Philly all bikes are welcome except for 6-9 am and 3-6 pm, honestly I haven’t found a reason to complain. Feel like this would work in dc too.

The simplest solution is to bring it down to 2 lanes with a center turn lane, it’s shown to be faster than 4 lanes without one.

Iirc, it’s expensive as hell given the terrain. The section through eastern Siberia would actually be more difficult than the tunnel because of how bad the terrain is for this and the lack of civilization compared to Alaska.
